Bulletin 3 - offer for a new enterprise agreement - issued 8 September 2025

I am pleased to advise that on 8 September 2025, I made an offer to settle the negotiations for a new Aboriginal Health Practitioner (AHP) enterprise agreement.

Your negotiators and this office have worked hard to negotiate a new agreement. I have considered the union’s claims and issues and I believe that this offer addresses the most important ones. It also contains a generous wage increase, which will be summarised below.

Summary of the offer

Salary increases of 3% per annum and improvements to the AHP classification structure

  • Annual salary increases of 3% over 4 years. The compounding effect of this salary increase would be an effective 12.55%.
  • Allowances will continue to be adjusted in line with the Darwin consumer price index (CPI) or by the 3% salary increase with no reduction to any current allowances.
  • The salary increases continue to be above the projected CPI.
  • Inclusion of a traineeship structure in the AHP classifications, which includes changes to the names for the classification designations.
  • Removal of the barriers to  progress through the AHP classification designations (i.e. the removal of the ‘transition’ classification).

Other improvements

  • Ambulance duty
  • Improved overtime and restrictive duty (on-call) payments
  • Excess travel time payments
  • A review of remote localities and their treatment in NTPS enterprise agreements
  • Collaborative development of a uniform that recognises the protected status of the AHP profession
  • Inclusion of relevant determinations and by-laws (long service leave) into the enterprise agreement
  • Clarification of the use of personal leave to cover medical attendance (for the employee or for accompanying members of the employee’s household)
  • Improved blood plasma donor leave
  • New organ donor leave
  • Improved leave to engage in voluntary emergency management activities
  • The agreement will contain a provision emphasising the importance of cultural safety in workplaces.
