Bulletin 2 – Negotiations update – issued 23 May 2025
Negotiations continue
We continue to hold productive discussions with the Northern Territory Police Association (NTPA) to negotiate the terms for a new NT Police Force Consent Agreement 2025 with our most recent meeting held on 20 May 2025 and a further meeting scheduled for next week.
Update to the Jurisdictional Salary Comparisons
(i) Constables, Senior Constables, Sergeants and Senior Sergeants
At the initiation of the NTPA, the NT Police Force and the NTPA have adopted the NTPA’s methodology for calculating the salary comparisons and this has resulted in changes to those provided in Bulletin 1. The news for members is that the changes demonstrate an improved market position for the NT Police remuneration package (updated graph below).
(ii) Superintendents
In response to feedback from the Superintendents and the NTPA, the salary comparison for Superintendents is now based on a ‘day worker’ rather than a ‘shift worker’ as most are on ‘day work’ (updated graph below - click to enlarge).
Notes:
Salaries below the rank of Superintendent have been calculated based on the average salary for each rank, in addition to the following:
- NT: 23% Consolidated Allowance,15% Night Shift Allowance and 5% General Policing Allowance
- QLD: 21% Operational Shift Allowance and average shift penalties
- WA: Average shift penalties
- TAS: 24% Operational Shift Allowance
- SA: 20% Flexible Shift Allowance
- VIC: Operational Readiness Allowance average, average shift penalties, Capability or Leadership Allowance based on rank
- NSW: 11.5% Loading and average shift penalties
Notes continued:
Shift penalties have been calculated based on a 28-day roster period, consisting of 8 rostered days off, 6 day shifts, 7 afternoon/evening shifts, 7 night shifts, and 4 weekend shifts (using a combination of days, evenings and nights).
The Superintendent (Day Worker) salary is calculated based on the average salary, without shift penalties or allowances. In the Northern Territory, Superintendents are provided with a free vehicle and receive superannuation guarantee payments on top of their salary, which may differ from other jurisdictions that provide a ‘total remuneration package’ where contributions towards these benefits reduce the total remuneration package. Some other jurisdictions have more ranks due to their size making a direct comparison with the NT Superintendent difficult, however the comparison provides an indicator of the relativities.
There is no equivalent rank in Tasmania for Senior Constable, Senior Sergeant and Superintendent ranks.
NT figures include the 3% wage increase from 30 June 2025.
QLD and TAS figures include a 3% projected wage increase from 1 July 2025, noting that negotiations are underway.
What happens next?
The current consent agreement nominally expires on 29 June 2025.
We continue to meet with the NTPA and remain hopeful that through discussions we will be able to reach an agreement so that the salary increases can be effective from 30 June 2025.

This agreement is about long-term certainty, keeping NT Police competitive in the market, and supporting the professional work of NT Police members across the Territory.
