Bulletin 5 - Offer to be put to the vote - 28 July 2025

Bulletin 4 set out the details of the offer we have made to Northern Territory Police Association (NTPA) for a new Northern Territory Police Force Consent Agreement 2025.

The vote will be open at 8am on Monday 28 July 2025 and close at 8am on Monday 4 August 2025.

During negotiations, the NTPA advised it endorsed all of the offer terms, except the level of the salary increase and the length of the agreement. On that basis the NTPA agreed to put the offer to the vote to allow members to decide. You are encouraged to consider this offer favourably.

Why this offer should be supported

You should consider the offer carefully as it is fair and reasonable in all of the circumstances because it:

  • Retains our strong competitive position by keeping the NT's remuneration package (including the housing allowance) at the top nationally for Constable to Senior Sergeant and second for Superintendents.
  • Offers salary increases over the life of the agreement which continue to be above the predicted Consumer Price Index (CPI) rates, and provide certainty in salary increases where current indicators show a declining CPI over the 4 year period of the agreement.
  • Supports attraction and retention and builds on previous agreements which assisted in reducing attrition rates over the past 4 years from around 11% in 2021-22 to 6% for 2024-25.
  • Incorporates all changes that have been agreed with the NTPA, with the exception of the salary increase rates and the length of the agreement.
  • Ensures the first salary increase applies from 30 June 2025.

No change to the Police Housing Entitlement, Housing Allowance or unlimited personal leave model

  • The offer makes no change to the housing entitlement, housing allowance or the unlimited personal leave model.

What happens if the offer is not accepted?

  • If the offer is not accepted, the government maintains its option to refer the matter to the Police Arbitral Tribunal for arbitration. If this occurs, the options to pursue productivity and efficiency changes to employment terms and conditions to fund costs for claims by the NTPA above the Wages Policy will need to be considered. This may include consideration of the housing entitlement in urban areas, housing allowance and unlimited personal leave provisions.
  • There is no commitment to back-pay any future offer to 30 June 2025. The commencement date of any future offer will be from the date the agreement is approved.
