Process to resolve remuneration and terms and conditions

Update on offer

The NTPA has advised that a vote of its members has resulted in the offer put to you through Bulletin 4 was not endorsed.

As advised in Bulletins 4 and 5, the Police Arbitral Tribunal (PAT) will now be requested to determine the remuneration and terms and conditions of service that were the subject of the offer.

How does the Police Arbitral Tribunal process work?

The PAT process is likely to involve both parties making submissions, with the merits of the submissions considered before an outcome of what is considered to be fair and reasonable is determined.

We consider the following factors will be important to the PATs consideration:

  • Whether the salary increase delivers a real wage increase over its term
  • Whether salaries have kept up with inflation (CPI) in the past
  • How does NT Police remuneration compare with other jurisdictions
  • Do the current salaries assist with retention and what is the impact of any increases
  • Is there workload assistance though increased staffing numbers

It is our view that our offer, on all of the measures above, was fair and reasonable.

We will be requesting the determined outcome be consistent in value to the offer put forward to be voted on.

Where the NTPA seeks improvements to remuneration and terms and conditions of service above the offer, and that have a cost greater than that provided for the Wages Policy (that is total cost of 3% per annum) then we will be seeking efficiencies in return that will provide savings to offset those additional costs. These offsets will incorporate options that include changes to unlimited personal leave and housing entitlements.

When will the salary increases apply from?

We have been clear in Bulletin 4 and 5 that if the offer was not supported, there was no commitment to back pay salary increases to 30 June 2025.

We will be advising the PAT that the Wages Policy provides that the salary increases are to apply from 7 days after approved by the PAT.
