Bulletin 6 - improved offer for a new Enterprise Agreement - issued November 2026
Following a series of constructive discussions with the Single Bargaining Unit (SBU), and the self-nominated bargaining representatives, and based on your consideration on my previous offer, I have made an improved ‘without prejudice’ offer to replace the 2022 – 2026 Territory Generation Enterprise Agreement, which expired on 15 July 2026.
I now consider this to be an acceptable offer to put to a vote of employees. In addition to the increased salaries and allowances proposed, these further improvements represent significant movement toward a number of the bargaining representatives claims.
They are being offered in a genuine attempt to settle these negotiations and to provide pay increases and new conditions as soon as possible to employees. In addition to my original offer the following key improvements are as follows:
Key improvements
Salary and allowances
Providing this offer is accepted when put to the vote, a total increase in salaries of 12%, or 12.55% compounding over 4 years, as follows:
- 3% (up from 2.75%) salary increase will be back payable from 16 July 2026 (on the basis the agreement is supported by this ballot), and
- 3% per annum (up from 2.75%) salary increases payable from the beginning of the first pay period on or after 16 July 2027, 2028 and 2029.
Attraction and retention payment – Alice Springs
The attraction and retention payment for Alice Springs based employees will increase from $1,000 pa, up to $3,500 pa over the life of the agreement.
Annualised allowance for 24/7 shift workers at Power Stations
An annualised allowance component of 57.4% for operators, senior operators and operator/maintainers covered by current group variation agreements.
Gas Type-B licence bonus
New Gasfitter Type-B licence bonus of $500 will be payable to eligible employees on obtaining their full licence, and for all licenced employees annually in August each year.
Overtime – senior technical coordinators
Senior technical coordinators (above the first pay point) will be eligible for overtime payments where they have worked their 265 additional hours within a calendar year, and there are exceptional circumstances approved by the CEO.
Consolidated disability allowance – technical coordinators
Technical coordinators will be eligible for Consolidated Disability Allowance (CDA) where working in extreme heat and dirty work environments and so on. The payment may be approved by the CEO on an intermittent basis, or on a regular fortnightly basis where the CDA requirements are met.
Excess recreation leave
Employees will be able accrue up to the maximum of 12 weeks recreation leave before being required to take leave (which may be deferred with CEO approval). This increases the previous maximum accrual threshold from 10 weeks.
Apprentices and graduates – job security
Apprentices may be appointed to an ongoing vacancy within the first 12 months of successful completion of their apprenticeship, which improves the current provision from 6 months.
Graduates will be offered a minimum of 12 months employment (increased from 6 months) on the successful completion of the Graduate Program.
Commitments from Territory Generation
In addition to the previous commitments made, Territory Generation have also reaffirmed improved commitments to:
- review the fatigue management policy and implement appropriate controls to ensure that shiftworkers are not required or permitted to work on all rostered days off, and receive at least one full free day from duty between roster cycles
- in addition to investigating the qualifications required by Operators, noting the Diploma of ESI is becoming difficult to access, streamline access to education and training opportunities.
I consider this to be a very reasonable and acceptable offer that positions Power and Water employees well, and responds to many of the SBU’s claims, which will deliver competitive wages and solid employment conditions over the next 4 years.
