Arthur’s early years were spent in country towns in New South Wales and Queensland. He moved from Barcaldine to Brisbane to complete his studies at High School and then the University of Queensland, where he majored in pastures, grazing animal management and completed his Masters Degree on tropical grass seed production.

His first job was for the Commonwealth department of Northern Australia in Darwin in 1976 working as Plant Introduction Officer in the Plant Introduction and Seeds Group. Work in 1976 involved testing a wide range of pasture species across the Top End amongst other duties, including involvement in seed testing and seed production.

In 1982 Arthur moved into the senior pastures position where he has remained ever since, apart from a 14 month secondment to CSIRO in the mid-1990s working on the successful Forage Seeds Project in Southeast Asia.

In his time in the NT, Arthur has been involved in the research and extension of all aspects of native and introduced pastures from soils and fertilisers, through species and seed production to grazing value, animal production and carrying capacity.

He has been involved in the released a number new tropical pasture cultivars, and was invited to present a Poster Paper at the International Grassland Congress in Dublin in 2005.
