By-laws
The Public Sector Employment and Management By-laws are made by the commissioner and provide certain entitlements such as:
- leave - paid and unpaid
- allowances
- remote locality provisions.
The By-laws apply to Northern Territory Public Sector (NTPS) employees.
It is subject to any applicable enterprise agreement or commissioner’s determination that also governs an employee’s terms and conditions of employment.

Guidelines may be issued by the commissioner to assist in the interpretation or application of specific By-laws.
